We have a respectful relationship, and back when necromancy was banned he still tried to help me with my summoning, but I wouldn't say particularly well. I'm not entirely trusting of him because Lucy and Natsu said he attacked the Everglade spirit, but no one ever had evidence of that beyond hearsay. I'm aware he doesn't have the most peaceful disposition, as well.
[ It isn't as though she hasn't paid attention, but considering he's been nothing but cordial toward her and seems to just want to stick around Everglade, she hasn't considered him a threat. She's fine with keeping a positive relationship with him, but with how Grell looks and sounds in this message, she's getting there's something else to be wary of. ]
You'd be correct to not trust him, and I hope your summoning skills have improved, or he may try to exploit that somehow.

He wants to start a war in Everglade. A very large one, with himself against the entire city. Unfortunately, he would be highly capable of pulling that off.

I think it was a couple of months before you arrived. He lead what many people had thought was an invasion, followed by the mayor rather flippantly dismissing it as "offering support" for the mayor's office. It was a rather jarring change from the previous statements, but he'd said it himself so..

That was after he essentially marched an army through Everglade. [ If there's one thing Weiss is A+ at, it's information. This much she can share with Grell, particularly since that always seemed suspicious to her, even if the mayor claimed it wasn't. ]
[She raised her eyebrow at the question. It was until after she watched the video that she shakes her head once.]
I doubt he plans to do that again. He stated something much more prominent than a simple march to flex his power.
[All that video proved was how much of a threat Dracula can be. She didn't really need a video to prove that, though.]
He knows the barriers in Everglade feed off fear, so what better way to help sustain them than to formally raise his standing in the world through slaughter?
[She doesn't like his plan, but she can't be mad at it.]
He also said that the forces in the barrier do not kill, but rob their victims of emotion and will. I don't remember that being common knowledge, but it means that if the barrier were to collapse, people would merely become hulls, and not corpses.
[Thinking back on the conversation with Dracula makes her babble a bit. What also occupies her thoughts, if it does happen, is what, or who would be controlling those husks of flesh.]
I wouldn't.. say will, exactly. You have a lot of willpower, it's just very directed.

It's an emptiness that's like hunger, and every part of you that's good or complex just becomes focused on trying to find a way to feel again and nothing else really matters. It makes you think things like "I care about this person, if I hurt them, that should make me feel something shouldn't it?" And then because it's like being scooped out, there's no guilt or sense that something's right or wrong, so you just go with what you think should work. Luckily, if the person you care about can stop you from trying to kill them there's a chance they can reach you. I think they found a way with the Bay water too last time, but that's how Zuko got me back.
[Hearing what those spirits can do from what Weiss describes, it sounds similar to her own experience with being brainwashed. They sound even more dangerous than what Dracula had described, which wasn't very much.]
I'm not unfamiliar with that situation, but it wasn't emotions we were after. It was our innermost desires. Nothing and <>no one would stand in the way of that goal. [She shook her head disapprovingly.] I wouldn't wish that even on my enemies.
[Just thinking about it made her visibly tense a bit. Having what she wanted no one to know about manipulated and being driven by it seems far worse that seeking out emotions. At least with the latter her personal wants wouldn't be he center of focus. Work keeps her occupied from those thoughts.

I may have to play both sides if I want to find out what exactly he's planning to do.
I'd offer to help with a public display, but I don't think that's going to be much use considering he and I have a respectful relationship.

And in return, she'll mention something from some of the more secured conversations she's had with other candidates for Guardianship. ] If you do tend up doing that, I'd recommend you notify the other Guardians and let us know when to hold back if possible. If Everglade looks like it's in danger I know most of us are willing to help out our neighbors if it appears that their Guardian isn't on the peoples' side, so knowing when we should hold our tongue because it's part of what you're trying is going to be a big help. Particularly since I've already had one of Attleton's candidates express concerns that some weren't going to protect the whole so much as their own- not about you so much as some of the other candidates. Letting things happen without intervention might now be feasible for long if Lord Tepes goes too far if public opinion starts swaying toward that line of thought.
Having you on the other side would work just as well, in all honesty. But yes, I would definitely alert the other guardians if I plan anything of the sort. I wouldn't expect anyone to hold back too much, if things get pear shaped.
