Lucy has to stifle a laugh at the memory of the hissyfit. "Yes, and it amazes me that he's 'settled' for Deputy. Nevermind you don't have to be Guardian to protect the people of the city you're in. If that's why you're wanting to be Guardian in the first place. If you're doing it just so you can have status, or to be able to tell people what to do, then you're not doing it for the right reasons."
She made a face again, glancing at Natsu, before turning back to Weiss, her fingers tightening on her cup of tea. "I definitely noticed the way they look down their noses at humans. Her little sister Koishi does it too, everytime I hear the phrase 'You humans' or how they go on about being immortal like that somehow makes them better than humans really grates on my nerves. But accusing you have being capricious and lacking organization is completely ridiculous and laughable." She might not have known Weiss long but even she could see it was an inaccurate assessment of the heiress.
Even lacking details about the hospital incident - she didn't need them. "Well *WE* wouldn't refuse any help." Not that she speaks for her partner in any way, which is why she glanced over at him to confirm that statement. They may not like it depending on who it came from, like ...well...Zeref... but even she could put aside her dislike of the wizard for something more important like this. "And we'd certainly have a far better reason for rejecting than 'I want to do it all myself and have the credit'."
That suggestion of going to the newspaper... hrm. She -did- do a lot of writing, and she DID work for a reporter --okay it was for a magazine, but still counted since it covered important events -- not too long ago. "That's not a bad idea... I don't really care about getting credit, but the idea that people think the Guardian and her lapdog are competent at their job is kind of embarrassing." Especially when they talk up their participation and don't mention their failures.
"Given they let the Hands even grow out of hand to the point that they're the pain in the neck that they are now proves they're not ones to talk about competence." Natsu nodded firmly. The pair were even worse than the old Magic council. Those guys who always got on Fairy Tail's case even though time and time again they ended up solving situations that jeopardized the whole kingdom if not the whole world.
"As if those guys want any help. They want servants. Remember what he said to Loki. He either had to report to Mewtwo or stay out of the investigations. I might not be a genius about these things but even I know a lot more eyes on the lookout can only help with finding these bastards before they hurt more people." That was still a particularly sore point. Especially after the discovery of the two bodies in the ruins. Which brought up another point that got a growl out of him.
"Then again those guys running the paper don't do their homework at all. They made it sound like the dead mage they found, actually killed his wife when the scent she had made it clear she was dead ages before he died."
"It really wouldn't be so bad if they didn't constantly point it out, you're right. We have issues with different species working together in my world and guess what? When we actually accomplish things together, the thing we're focusing on isn't the fact that one of us did well 'for a faunus' or 'for a human.' Constantly pointing out that someone is another species, especially when they tend to do it in comments about something they don't appreciate, goes beyond obnoxious. For supposedly being immortal and older, they sure haven't used that time to learn anything about the world around them."
Honestly, she can't believe she told Ozpin that Mewtwo wasn't that bad when asked. That was before she found out that they were refusing to work with anyone and basically forcing Fayren to become solely dependent on the Guardian's office for protection. She would've recommended against complying with anything if she'd known at that point.
"I can understand at least wanting to keep on top of what's happening- if you're trying to organize efforts to stop something that's important- but acting as though it's their way or the highway is just asking Fayren to lay itself down at their feet. Say what you will about Azula, but at least she and Zuko did their job without assuming they were overlords of justice."
Weiss pauses for a moment. "Well, most people know to take the information in the paper with a grain of salt. It's usually based in truth, followed by some complete BS. Getting the idea out there won't hurt, especially come election time..." She has an idea though. "Are there any regulations that state that the Guardian's office has to be run for by an individual? Fairy Tail may be able to run as a protective organization."
"It doesn't help that their friends enable that kind of attitude by not correcting them...ever." Or if they ever did, it wasn't effective. "Condoning it doesn't help either. And you're right. I thought the entire point of Guardians in each City was for them ALL to help out in times of crisis, when needed." She takes a sip of her tea, letting out a sigh because SOMEONE gets it. "If you can't rely on the Guardian in the city you're living in, what's the point? And frankly, we can't rely on them." She chuckles, "But, that goes without saying - we weren't going to rely on them anyway. That's just not Fairy Tail's way."
Oooh, she talked to Ozpin briefly - he seemed nice. Hopefully he didn't actually go to get one of those clockwork roaches. She'd have given him her opinion of Mewtwo and Satori herself if she knew he was involved.
"Right. And if they wanted secrecy because they were concerned about a information leak - you CAN keep the people informed without telling critical information. Even if it's just to let people know what's going on in their own society, that they're not just sitting on their hands and reacting when there's a crisis, or passively patrolling through town...which as Natsu pointed out, hasn't helped anyone." Justice. Ahaha, she thinks you mean 'Just us' Weiss. But Lucy bites her tongue on that remark because angry and frustrated and disgusted she is, she's tactful enough to not crack those kinds of jokes.

Or they're underestimating the senses of a Dragon Slayer." She runs her finger over the rim of the teacup absently, then blinks in surprise, "Wha...? W..well I don't... think there's any ruling that says such, but.. running for position of Guardian as an organization is a bit..." She shakes her head. "It goes outside of what Fairy Tail represents, in taking a 'political' or authoritative position like that." She frowns a little, "Which does leave us with the problem of no one running against Satori, and that being why she's still Guardian. Though the race was pretty close against Loki for a while there, until he focused his efforts on the attack in Fayren."
"Besides, we already are running as a protective organization - and it's just the two of us, for the most part." Levy has her bookstore, though she'd help if Lucy asked her. Mavis is... who knows where, off with Zeref more than likely, she saw so little of her. Gray and Juvia were probably long gone and never were around anyway; and Erza had left long ago. She supposed they could invite others into the guild, but that...
"A lot of people in the city if not most of them, know they can come to Fairy Tail for protection if they need or want it; or any jobs they need to have done." Though there was competition with other bounty hunters and guild organizations, Fairy Tail was popular enough with the people to still do fine on its own. Mostly because they covered such a wide variety of jobs.
"We've fought guys more humble than them. Heck even made friends with them in the end. Though that's mostly Lucy's thing." Flare, MInerva were two shining examples of how forgiving Lucy could be. The fact that someone like that had managed to be scorned this much. Well that was a feat in of itself.
"Like Lucy said Fairy Tail right now is mostly run by the two of us and we're the kind of people who like to do things at our own pace. Going on adventures together and that sort of thing. Then again if the two of us can get this much done then they have even less excuses to hide behind. Heck I wonder what they would've done with that Earth Dragon I gave a dirtnap to."
"The only real difference would be that you'd be getting the title of official protectors instead of doing it with Satori looking over your shoulder."
Weiss took another drink of her coffee, which she'd been nursing as they spoke. It was at the perfect temperature now, so she took another sip.
"It's not meant to be a political or authoritative position beyond that the individual in the position gets additional resources to do the protecting. The fact that it's become as much just goes to show how much people have been abusing the position in the first place."
Her cup was set on the table and Weiss leaned back a little bit. "It's that or you find someone you want to run and start setting them up as a hero now. The more people can prove they've accomplished here the better they tend to do in the elections. So even if the official election season only lasts a month, the campaign technically starts before that. Even if it shouldn't be political, the way it's gotten if you want someone to win, you've got to play with the cards you're given."
"She can look over our shoulder as much as she wants. Maybe it'll teach her how to be a proper Guardian." Still, it did make some decent points. And hey, if Fairy Tail did become Fayren's Guardian, at least they wouldn't imply they'd shut people out of their subarchways if they didn't do as they were requested as a certain pokemon had. Not that Lucy knew about -THAT- conversation, but if she did she'd certainly believe they were well overstepping their boundaries as Guardian and Deputy.
"Well..." Lucy mused pensively. She didn't for a second think she was qualified in any kind of leadership position - she was far better suited to working with others, particularly her partner. Still, if they had someone who -was- more qualified to lead like ... well, the only one around who was qualified was Mavis. "If we did set up Fairy Tail as a single entity and nominated for Guardian of Fayren's position, we've already got the reputation." She glanced at Natsu, a little hesitantly. "If we wanted to take that route, we could bring the idea up with her. .. if Erza were still around, she would have been a good fit also."
She sighed, her gaze drifting back to her tea, cupping her fingers around it thoughtfully, "To tell the truth, I was really considering bringing up moving out of Fayren entirely." With the 'kids' that they practically adopted, and their not-mom. Except she likes it in Fayren. It was just the joke of a Guardian and the lapdog she didn't like. Part of her felt like it would be more trouble than it was worth. The rebellious part of her said to just keep doing what they were doing and ignore anything the Guardian and Deputy said. With this new alternative presented though, she wasn't sure what would be the 'right' option.
Weiss had a point yes. But Natsu didn't feel like taking a leadership role and while Lucy could perform the role he knew she wasn't keen on tying herself down with the mantle of responsibility either.
"Erza would be perfect for it. But unless she suddenly shows up before the next election we're kinda left with not that many options." Natsu said with a grumbled in his cup of chocolate. The first was unreliable for the role since she went missing for too long from the guild in the first place. The last thing they'd want would be to actually win the competition for Guardian only for their representative to always be awol.
"Either way deciding right now won't help us any. What we gotta do is deal with those stupid Hands of Decay"
"I guess we'll see what happens when the next election comes up."
Weiss could throw her weight around a little, see if she couldn't get someone put in a positive light, but if they had no idea who and they weren't willing to put their organization as a whole up, that was it. It was up to them if they decided to or not, but they would certainly have Weiss's endorsement.
"The Hands of Decay.. is that what you came here for?"
"That's some few months away isn't it?" It was something to consider, and shelf until they encountered a suitable candidate. Also, even if they didn't find one, presenting Fairy Tail as a protective organization and alternate to useless and condesending guardian/deputies was something they could do also.
They could work with David if he needed help. He seemed to be a reasonable person. ...well she didn't know him well but -- Oh! Back on the other topic, yes. "Yeah. I don't know how successful we'd be finding something for tracers, given Fayren is pretty ... not technological at all. Most of what's in Nova City probably won't even work in Fayren, .. not to mention I'm not familiar with a lot of the things sold out here still, but I want to keep my options open anyway. Mainly our goal here is to get an edge over them."
"I think so yeah." He nodded and took another sip from his hot chocolate, even warming the mug against with a small flame around his hand, controlling the flame perfectly as if fire was part of his very being.
"That and we were getting you out to unwind a bit before you snap under all of that work every day." Natsu added with a pointed grin at Lucy.
"It should be in June, then the next term lasts from July through December."
The little act with the flame pulled the smallest smile to Weiss's lips. Zuko used to do that all the time, always making sure his mug was warm. When the tracers were mentioned, Weiss's gaze went back to going between the two of them as she thought.
"Anything in the main area of Nova City's likely going to be designed to run on our power grid, but if you go to a subarchway, you should be able to find something that runs on a portable power source. Of course, it depends on what kind of tracer you're looking for. Something to track someone or something to find someone?"
Lucy flashed a warm grin at Natsu, giggling softly. Glancing at Weiss, she winked playfully, "My partner takes such good care of me, doesn't he?" She held her tea up to him also. Heat pleeeeeeeeeeeeease. Her tea has gotten almost cold and that is a crime.
"Hrm.. well I was actually thinking of something more along the line of tracking someone. The mages and non mages that are taking shelter at our guild, namely. If we can't find anything suitable here, we might look into some kind of tracer spell enchanted into a brooch or cufflink - something to give them a little more peace of mind. I'm pretty sure everyone feels more secure at the guild with the precautions we've in place, but one more won't hurt."
She frowned, "If I'd thought of something like this sooner, maybe those other mages wouldn't have been kidnapped -or at least we'd be able to find them if they had been." She worried about what the mages might be going through while they were captive still, not to mention what the Hands were really after.
Having fire magic is handy like that. Especially when one could control it as if the fire itself was a part of their body. Weiss should've seen his speed drier act. Well if they every get caught in the rain she would get a front row seat.
Natsu looked up at Lucy's cup after she held it out so expectantly for him. He just chuckled with a shake of his head before putting down his cup and taking Lucy's, warming it between his hands within a few moments before handing it back to his partner.
"You can't go blaming yourself. No mage that accepted our offer has been hurt or gotten kidnapped. The only ones who did were those who refused or took shelter with Mewtwo."
"I don't think you're going to be able to find technology to track someone with a specific identity, but there's plenty of technology to track different types of substances and information around here. What exactly are you planning on trying to detect and follow? There are also GPS trackers, which can tack onto clothing or vehicles so next time you have a run in, you could literally just follow them back to their hideout if you let them escape."
Otherwise finding some way to track residual magic or, in this case, areas of Fayren that seem to lack magic usage in an outstanding way.
"Be careful about using magic to find them though. You don't want to accidentally make them into martyrs for their cause if you use magic to hunt down and suppress them."
Lucy grinned happily when her tea was warmed - best partner ever! And sighed, sipping her tea pensively, considering - oh! "GPS?" Lucy echoed, glancing up at Weiss curiously. "That actually sounds like what we had in mind. Especially if they're small and easy to hide."
She winced slightly - she had actually had to let those members of the Hands of Decay escape, if only so she could help rescue the mages that got kidnapped on Mewtwo and Satori's watch. If she'd been capable of opening three gates at once without being at risk of ...well, this was no time for that thought.
"Yes, I've considered that.." She mused thoughtfully. "Fairy Tail doesn't kill, so there's no risk of martyrdom." Even if she suspects Natsu would love to put the hurt on these bastards. She glanced at Natsu with a faint smile briefly, "I know, but I can't help but feel like maybe I should have tried a little harder to convince them to take shelter with us instead." But she wasn't going to be pushy and insist on it - that wouldn't help them any.
"In any case, I don't know how they've been able to hide their presence from Natsu - it doesn't make any sense. A dragonslayer's senses are insanely keen, and Natsu's are the strongest of the three other dragonslayers we have in Fairy Tail. I'm thinking they're using some other method. Once we check out those ..GPS things you were talking about, we'll have to look into making connections with outside help." She should have looked sooner, but she underestimated this group - and the ineffectiveness of the current Guardian and her lapdog. In any case, they weren't going to say no to help - unless it was from the His and Her Dictators of Fayren. Or other shady individuals.
"Does knocking their heads together with my fists count as making them into Martyrs?" Natsu asked with a grumble before he picked up his hot chocolate or what little was left of it by now and downed it unceremoniously in one gulp.
Hearing Lucy talk about his senses and skills like that made his chest swell a bit with pride. A comical sight no doubt but he so loved recognition especially when it came from Lucy. The talk about the Hands certainly put a stop to that though as he decided to voice a thought he'd been having.
"You know I'm gonna bet they're actually using magic too."
"I have no doubt you'll be able to find something appropriate in one of the subarchways. Like I said, Nova City itself runs on an electric field in the atmosphere which is why when the power goes down it really goes all the way down. The subarchways operate the normal way they would in their world though, so there are probably even nano-technologies in some of them, but even if they aren't my guess is that natural-born Fayren residents wouldn't have the experience with technology like that to know what it was if they saw it."
She didn't mean that as an insult so much as the people without pendants couldn't leave the archway- so chances were they'd never seen a real tracker. A smart observation, in her opinion.
Weiss shrugged about the knocking-heads question. Honestly, he was just grumbling and she didn't want to be responsible for just saying to go for it if something did go wrong. But she did have another question.
"What does the dragonslayer title mean in your world anyway? I don't mean to be rude but as far as I'm aware, most people have come to an agreement that dragons aren't really for slaying in Fayren."
Lucy gave Natsu a weak smile. She -wishes- they could just smack people around and be done with it. "Normally I'd say no - at least back home it wouldn't. But here, things are different - and the way those people seem to operate, they'd probably still lay the blame on mages and act like they were vindicated for everything they've said about them. We'll get our chance, don't worry." She hoped anyway. "I'm more concerned about the mages that were kidnapped a while back - we haven't been able to find any sign of them yet." And she doubted the guards were even looking.
Lucy almost chuckled at the question, "If I had a jewel for everytime we had that question. Dragonslayer magic -is- a magic meant to defeat - or kill - dragons, but that doesn't mean he, or the other dragonslayers in the guild back home - actively go around hunting them. It's only to be used on dragons that mean harm to humanity. In fact.." She paused, glancing at Natsu. Nah, she'll let him tell Weiss about his dad and the rest.
"Fiine." He'll hold back if Lucy thinks that's the best option. But then the topic shifted once again to that question that they've faced so many times already. Lucy's explanation was in depth enough but almost as if of one mind he picked up where she left off.
"Pretty much everything Lucy said. Not to mention me and all the Dragon Slayers of my generation were raised and taught this magic by our Dragon parents." The second generation dragon slayers were an exception and the mythical third generation were actually first generation just like him.
Weiss just repeats it. Just about everything else there was kind of lost when he said dragon parents. She tilts her head slightly, quirking an eyebrow.
"You don't exactly look like a dragon.. gave birth to you. Is it kind of like that story about a boy being raised by wolves or..?"
Lucy giggles in spite of herself, glancing over at Natsu with -the- most amused grin. She can't help it, she loved to see the reaction. Especially now that she wasn't the one flabbergasted over his weird heritage. Glancing back at Weiss, she set her now empty cup down, "Yeah, I think you could think of it that way. A much larger animal parent, and much more intelligent, but his father taught him a lot to help him get by." And neglected on certain other things he probably thought wouldn't really come up - or thought he'd have more time to.
"Yeah pretty much exactly what Lucy said. We all got picked up as orphans. Well...supposedly orphan in my case I guess..." Yeah finding out that your brother just so happens to be the most famous dark mage of your world does shake your worl just a bit.
"The father that was a dragon." Weiss repeated the words for both emphasis and confirmation. Because frankly that's a little hard to wrap her head around. Zuko knew dragons and it was top secret that they were still around in his world, but growing up with a dragon-dad seemed like a little much to her.
Well he still didn't know his real parents, and a jackass brother was no substitute for that, so he was still an orphan, as far as Lucy was concerned. "It's..." Well as much as she'd like to say 'it's a sensitive subject' or 'It's complicated' and spare Natsu having to even say anything, it -was- his decision to explain or not.

"Erza would be perfect for it. But unless she suddenly shows up before the next election we're kinda left with not that many options." Natsu said with a grumbled in his cup of chocolate. The first was unreliable for the role since she went missing for too long from the guild in the first place. The last thing they'd want would be to actually win the competition for Guardian only for their representative to always be awol.

Weiss could throw her weight around a little, see if she couldn't get someone put in a positive light, but if they had no idea who and they weren't willing to put their organization as a whole up, that was it. It was up to them if they decided to or not, but they would certainly have Weiss's endorsement.

I don't know how successful we'd be finding something for tracers, given Fayren is pretty ... not technological at all. The little act with the flame pulled the smallest smile to Weiss's lips. Zuko used to do that all the time, always making sure his mug was warm. When the tracers were mentioned, Weiss's gaze went back to going between the two of them as she thought.
"Anything in the main area of Nova City's likely going to be designed to run on our power grid, but if you go to a subarchway, you should be able to find something that runs on a portable power source. Of course, it depends on what kind of tracer you're looking for. Something to track someone or something to find someone?"

"Hrm.. well I was actually thinking of something more along the line of tracking someone. The mages and non mages that are taking shelter at our guild, namely. If we can't find anything suitable here, we might look into some kind of tracer spell enchanted into a brooch or cufflink - something to give them a little more peace of mind. I'm pretty sure everyone feels more secure at the guild with the precautions we've in place, but one more won't hurt."
She frowned, "If I'd thought of something like this sooner, maybe those other mages wouldn't have been kidnapped -or at least we'd be able to find them if they had been." She worried about what the mages might be going through while they were captive still, not to mention what the Hands were really after.

Natsu looked up at Lucy's cup after she held it out so expectantly for him. He just chuckled with a shake of his head before putting down his cup and taking Lucy's, warming it between his hands within a few moments before handing it back to his partner.
"You can't go blaming yourself. No mage that accepted our offer has been hurt or gotten kidnapped. The only ones who did were those who refused or took shelter with Mewtwo."

Otherwise finding some way to track residual magic or, in this case, areas of Fayren that seem to lack magic usage in an outstanding way.
"Be careful about using magic to find them though. You don't want to accidentally make them into martyrs for their cause if you use magic to hunt down and suppress them."

She winced slightly - she had actually had to let those members of the Hands of Decay escape, if only so she could help rescue the mages that got kidnapped on Mewtwo and Satori's watch. If she'd been capable of opening three gates at once without being at risk of ...well, this was no time for that thought.
"Yes, I've considered that.." She mused thoughtfully. "Fairy Tail doesn't kill, so there's no risk of martyrdom." Even if she suspects Natsu would love to put the hurt on these bastards. She glanced at Natsu with a faint smile briefly, "I know, but I can't help but feel like maybe I should have tried a little harder to convince them to take shelter with us instead." But she wasn't going to be pushy and insist on it - that wouldn't help them any.
"In any case, I don't know how they've been able to hide their presence from Natsu - it doesn't make any sense. A dragonslayer's senses are insanely keen, and Natsu's are the strongest of the three other dragonslayers we have in Fairy Tail. I'm thinking they're using some other method. Once we check out those ..GPS things you were talking about, we'll have to look into making connections with outside help." She should have looked sooner, but she underestimated this group - and the ineffectiveness of the current Guardian and her lapdog. In any case, they weren't going to say no to help - unless it was from the His and Her Dictators of Fayren. Or other shady individuals.

Hearing Lucy talk about his senses and skills like that made his chest swell a bit with pride. A comical sight no doubt but he so loved recognition especially when it came from Lucy. The talk about the Hands certainly put a stop to that though as he decided to voice a thought he'd been having.

She didn't mean that as an insult so much as the people without pendants couldn't leave the archway- so chances were they'd never seen a real tracker. A smart observation, in her opinion.
Weiss shrugged about the knocking-heads question. Honestly, he was just grumbling and she didn't want to be responsible for just saying to go for it if something did go wrong. But she did have another question.
"What does the dragonslayer title mean in your world anyway? I don't mean to be rude but as far as I'm aware, most people have come to an agreement that dragons aren't really for slaying in Fayren."

Lucy almost chuckled at the question, "If I had a jewel for everytime we had that question. Dragonslayer magic -is- a magic meant to defeat - or kill - dragons, but that doesn't mean he, or the other dragonslayers in the guild back home - actively go around hunting them. It's only to be used on dragons that mean harm to humanity. In fact.." She paused, glancing at Natsu. Nah, she'll let him tell Weiss about his dad and the rest.

"Pretty much everything Lucy said. Not to mention me and all the Dragon Slayers of my generation were raised and taught this magic by our Dragon parents." The second generation dragon slayers were an exception and the mythical third generation were actually first generation just like him.
