While I'd like to say "forever," I think we should discuss something reasonable if you want that to be the case. When it comes to dealing with Mercury, as far as I can tell the trick has always been making sure he doesn't get bored and not forgetting he's a liar.
That said, what's the minimum you're willing to go? I'm not saying we should do the minimum, but I'll definitely compare it to the maximum I think Mercury may agree to.
5 months is far too short, but I don't.. particularly think he'd agree. If you enter discussions with him, I'd say start at 10 and just don't go below 5. I have no doubt he's going to want to try to talk you down, so whatever number you end up with from there is acceptable to me.

Be honest: Do you believe if he's forced to help people he'll open up to the community spirit and actually become a better person or is this just a matter of him jumping through hoops?
I don't mean that offensively. I mean that because I want to see what you see because frankly? All the people I've known who have changed have changed because it was their decision and they were given the opportunity to make amends on their own terms.
I'm not familiar with whether or not assigned community service actually works. If you actually believe this will help, it's going to make my recommendation very different than if this is just a hoop to jump through. Our world is used to fighting to solve our problems. I'm sure you've noticed, but I'm trying very hard to find out what does. I may act incredibly confident in my decisions, but I'm not perfect. I'm still learning, and I'll always be learning. That's why I really need to know the answer to that question and I want to understand why you think therapy will help Cinder and community service will help Mercury, or why they're the ones who need help.
I doubt it, honestly. But I can't say I would be surprised if it did make him reflec on himself and change somewhat. I've seen bad guys go good before, though. It would take something far more drastic than community service to do that.
There's a man in my world named Magneto. He's a mutant like me, extremely powerful magnetic abilities. But he's always believed we are the superior race to humans. He's committed many acts of terrorism and murder. Right now, but in my world, he's fighting against evil and protecting the world. He's been through a lot and has come out a changed man.
With Mercury, it's not about jumping through hoops, it's about making him give back. What he does, helping out the community and getting criminals off the street, it helps make this place better. Even if its in a small way. It'd be simple enough to toss him in jail with Cinder and let him rot, but this way at least he'd be contributing something to the world. And if he is going to change, i don't know. It could be a first step towards that.
In Cinder's case, therapy might help, if she actually does engage with it. There are a lot of benefits to it in general. Maybe she could change after it. Maybe she could let go of whatever is driving her to be so antagonistic against you all and your world. But it's just as possible that she'll hold firm to the way she is. However, I still do believe she should be offered the chance to change.
No one is perfect. But as long as they have the mindset that you have, learning, trying to find different ways to deal with problems. Keep that up, and you’ll really grow into being a fine leader.
Thank you. Even if when I go home I don't remember this, if I'm able to become a decent leader here, then I know that I'll be okay back home. And if I somehow beat the odds and manage to stay here? Then I'll be able to accomplish a lot more for the people here.
After considering what you've said, though, I'd like to make a proposition: 6 months community service with mandatory biweekly therapeutic counseling sessions or a full year of community service.
I'll jump to 7 months of community service with biweekly therapeutic counseling sessions and possible drop to 6 for option A. For option B, I'm fine with a full year, though maybe I'll give 24 hours that need to be done during a week instead of 28. That way it equals out to 3 hours a day.
For option A, start at 7 as discussed but make it possible to drop to 5 on the condition that he shows exemplary behavior and progress in his therapy sessions according to the mandated therapist of your choosing, not his. Otherwise I agree.
