It's a holiday during which everyone dresses up as whatever they want and just has fun. The barriers between the world of the living and the world of the dead are supposedly overlapped on October 31st, which is why the holiday was brought around. Wearing the costumes helps them feel welcome, calmed, and appeased so they don't go and destroy everything. I'm not sure how much of that is actually true, but it's a holiday that exists in a lot of peoples' worlds here and it's definitely fun.
